However, it can still connect to other 5ghz networks, such as the built-in Wi-Fi from the main router if I turn that on (although I'd rather not use that since the signal's not great). When I turn off 2.4ghz on the Deco, the adapter cannot connect at all. Through trying to figure out what that means and possible solutions, I have discovered that the new adapter has been connecting to the 2.4ghz band all along, and that it seems to be encountering this issue when it tries to connect to the Deco's 5ghz band. Running the Windows Troubleshooter usually reconnects me by resetting the adapter, and Event Viewer shows the detailed error it returns as "Layer 2 security key exchange using user-supplied key did not generate unicast keys before timeout". When disconnected, I am still able to view wireless networks, but trying to reconnect to the Deco gives me the same error as before. I am still having issues with random disconnects.

My suggestion would be to get an 802.11ax (Wifi 6) compatible network card to use in your PC. Poke around to see if you can adjust 2.4GHz channel width from 20/40 to 20MHz
The Deco is also a mesh system and is as such very much automatic, so you can probably not adjust any settings. The 40MHz channel width can also be problematic with certain devices, some Apple products will just not connect. This makes is even more suceptible to interference from your neighbors. The W3600 has 802.11ax (aka Wifi 6) which will use 40MHz channel width as default on 2.4GHz If there is anything else transmitting on the same frequency your wifi will wait for an open slot. Wifi is usually (pre 802.11ax / Wifi 6) operating on a walkie talkie principle. There might be interference from your neighbors. There might be several reasons why you have these spikes. (Oh that app tests the speed between phone and router/access point, not the LAN or internet).
